Burlington
Policy Status: Enacted. Effective August 3, 2022.
Summary: Limits the number of whole-unit STRs any person can register in Burlington to 1. Limits the number of rooms per home that can be rented STR to maximum of 3. Additional conditions apply.

Chester
Policy Status: STR Ordinance passed by Selectboard Dec. 2022. Will go into effect in April 2023.
Summary: The Selectboard has revisited the topic of short-term rental regulation. The STR Ordinance is being discussed by both Selectboard and Planning Commission. Check town site for meeting schedule.

Dorset
Policy Status: In Planning Commission. Next Public Hearing on June 15th, 2023.
Summary: The Selectboard voted to remove the Short Term Rental section from the towns Bylaw. Additional discussion was had about other portion of the Bylaw and the review will be continued at the August 22, 2023 meeting.

Policy Status: In Planning Commission/Selectboard.
Summary: Draft ordinance pending. Check town website for updated meeting schedules and agendas.

Greensboro
Policy Status: Not enacted. Proposed amendment to Greensboro zoning bylaws. In Planning Commission.
Summary: Amendment would create a registration and permitting requirement for all short-term rentals with reasonable impact mitigation conditions.

Killington
Policy Status: Enacted.
Summary: Short-term rental and vacation rental operators are required to register with the Town of Killington and demonstrate compliance with impact mitigation standards. Regulations enforced by third-party compliance service.

Londonderry
Policy Status: In development with Planning Commission.
Summary: New STR requirements and restrictions proposed in Zoning Regulations. Conditions required for owner-occupied STRs. Non-owner-occupied STRs would be restricted to 150 days of operation per year.

Ludlow
Policy Status: In Planning Commission.
Summary: Actively discussing STR ordinance and requirements.

Manchester
Policy Status: STR Ordinance passed by Board of Trustees (12.04.23).
Summary: Ordinance mandates annual registration, inspections by State Fire Marshals, occupancy limits, 24-hour caretaker in 30-min proximity, and other conditions. A petition is due January 20, 2024. Join VTSTRA to sign and get involved.

Montgomery
Policy Status: Proposed STR ordinance discussed by Selectboard on January 2, 2023
Summary: Community members came out largely against the ordinance citing reasons of regulatory redundancy and a desire for statewide registration. Discussions are expected to continue at future public meetings.

Montpelier
Policy Status: In discussion/draft phase
Summary: The Montpelier Housing Committee added “STR ordinances” to their 2023 priorities and discussed it at a meeting in December, and will be discussing it at the next meeting on February 7, 2023. A sub-group is working on presenting recommendations to the Housing Committee which will then present recommendations to City Council.

Morristown/Morrisville
Policy Status: Enacted. Under review (09.12.23)
Summary: The definition of short-term housing is once again under review. The zoning amendment changed the definition of short-term housing to effectively ban all non-owner-occupied STRs in all zoning districts, limits occupancy, and requires State Fire Inspections for rentals with occupancies of 9 to 16 people.

Newfane
Policy Status: In Planning Commission.
Summary: The Planning Commission is actively discussing STR regulation as of October 2023.

Plymouth
Policy Status: Passed by Selectboard, 5/15/23.
Summary: Creates registration requirements, fees, and conditions for short-term rental use. Requires additional conditions for accommodations sleeping more than 8 people.

Pownal
Policy Status: In Planning Commission.
Summary: Research and discussions on STR regulation are underway in the Planning Commission. The Pownal Planning Commission meets on the first and third Tuesday of each month. Please contact Hannah at 802-823-0116 x102 with any questions about attending a meeting.

Rutland
Policy Status: Enacted.
Summary: All owners of a short-term rental within the City of Rutland are required to register and demonstrate compliance with safety standards.

South Burlington
Policy Status: Under review by City Council.
Summary: Ban of non-owner occupied STRs proposed. First reading of proposed STR Ordinance occurred on May 15th, 2023. Second reading scheduled for August 21st, 2023.

Stowe
Policy Status: STR Ordinance is being discussed by Selectboard.
Summary: The next meeting with STRs on the agenda is scheduled for September 13th, 2023 at Stowe Town Hall.

Wallingford
Policy Status: Zoning changes drafted by Planning Commission add STR permit requirements.
Summary: Makes STR Conditional Use requiring DRB Approval for permitting. Planning Commission Meetings are open to the public for comment.

Wilmington
Policy Status: Wilmington Selectboard is actively discussing STR zoning regulations, as of August 15th 2023.
Summary: Proposing ban of non-owner occupied STRs in homes with 4+ bedrooms. Restrictions being proposed by selectboard members counter to recommendations provided by the Joint Dover/Wilmington Rental Committee on July 31st, 2023.

Winhall
Policy Status: In Planning Commission. Motion to adopt STR Ordinance on agenda for June 6th, 2023 meeting at Town Hall.
Summary: Zoning permits are required for short-term rentals. The Resolution outlines conditions that owners must meet to be approved as an STR. Conditions are focused on minimizing nuisance, ensuring safety, and proper management.

Winooski
Policy Status: Regulation being discussed by Housing Commission (8.25.23)
Summary: Housing Commission is actively consulting with Burlington and S. Burlington towns on how to implement and enforce regulations on STRs.

Woodstock
Policy Status: Moratorium on STR permits in effect. Selectboard revisiting ordinances.
Summary: The Woodstock Town moratorium passed with a 5-0 vote on August 15, 2023. No new STR applications will be accepted after the end of August 2023 until April 1st 2024.
